Pembangunan infrastruktur tentu sangat diperlukan untuk mempercepat putaran roda ekonomi. Namun, pembangunan tersebut harus memperhatikan potensi bencana yang ada. Pembangunan insfrastuktur yang terus menerus berjalan tidak lepas dari sebuah proses konstruksi yang dapat menimbulkan dampak postif dan dampak negatif. Dampak postif dari sebuah proses konstruksi adalah fungsi bangunan sedangkan dampak negatif dari proses konstruksi adalah kerusakan lingkungan.
Faktor-faktor yang mempengaruhi suatu daerah menjadi rawan terhadap bencana adalah 2 (dua) hal berikut yaitu: (1) kondisi alam meliputi: posisi geografis, topografi, kondisi geologi, seismisitas (kegempaan), dan lain-lainnya serta (2) kondisi sosial meliputi: struktur penduduk, kerentanan penduduk terhadap bencana, jaringan infrastruktur serta pemanfaatan wilayah/daerah untuk sesuatu (land-use). Besar kecilnya resiko suatu bencana dipengaruhi oleh bahaya bencana tersebut serta kerentanan terhadap bencananya yang dapat direduksi melalui penerapan infrasturktu ramah lingkungan berkelanjutan.
